Summary000882: Prevent duplicate bans
DescriptionIt shouldn't be possible to add the same ban a second time. For example right now we have:
<OTTD-1> #4 85.141.0.0/16 ADDRESS_BAN alex879ro/alex879ro No Reason given. Bandate: 07/15/2012 16:12:24 Expires at: 07/22/2012 16:12:23
<OTTD-1> #5 85.141.0.0/16 ADDRESS_BAN alex879ro/alex879ro Petros Matros(Russia) - illegal company join attempt for several days in a row despite warnings Bandate: 07/15/2012 16:14:17 Expires at: 07/22/2012 16:14:17

If a ban is added a second time for the same range there should be an error message saying that the ban already exists, hinting that the !modban command can be used to modify existing bans. The existing ban should be shown (same format as for !banlist), so the user can decide whether he wants to modify it.

The problem was already described in 000772 but it seems it has come back.
